Preston Chong Appointed New Deputy Parks Director in Kauai

LIHUE — Preston Chong has been appointed as the new deputy director of the Kauai Department of Parks and Recreation. His official swearing-in ceremony took place on Monday, where he was welcomed by family and colleagues, including Parks Director Patrick Porter and Eddie Topenio, who officiated the event. Following the ceremony, Chong began his first day in office by testing the nearly completed running track at Vidinha Stadium alongside Mayor Derek S.K. Kawakami.

Mayor Kawakami praised Chong’s qualifications, stating, “Preston brings strong financial expertise, institutional knowledge, and steady leadership to this role. He understands both the operational and fiscal responsibilities that come with managing our parks and recreational facilities.” The mayor also reflected on the limited time left in his administration, expressing regret that there is less than a year remaining.

During the ceremony, Kawakami acknowledged the support of Chong’s family, including his wife Kristin and their newborn son Iokepa. “We’re going to finish strong,” said Managing Director Reiko Matsuyama, highlighting the administration’s commitment to the community.

Chong’s Experience and Responsibilities

Chong has been with the Kauai Department of Parks and Recreation since January 2020, initially serving as the parks fiscal officer. In this role, he managed personnel matters, budgeting, contracts, and accounts payable, in addition to overseeing the park security officer program. Since January 2025, he has served as the acting deputy director, ensuring continuity in leadership and supporting daily operations across the island.

As deputy director, Chong will play a crucial role in overseeing various aspects of the department’s operations. His responsibilities will include fiscal management, administrative coordination, park maintenance support, recreational programming, and long-term planning to maintain the safety, accessibility, and quality of Kauai’s parks and facilities. “I am honored to continue serving the people of Kauai in this new capacity,” Chong stated. He emphasized the importance of parks and recreation programs as vital community resources and looks forward to collaborating with staff to enhance services for both residents and visitors.

Educational Background

Chong graduated from Waimea High School and holds a Bachelor of Science in Business Administration in Accounting from the University of Nevada, Las Vegas. His educational background, combined with his extensive experience within the department, positions him well to lead the county’s parks and recreation initiatives effectively.
