Westover Police Chief Joe Adams to Retire After Five Years

Westover Police Chief Joe Adams announced his retirement during the Westover City Council meeting on October 23, 2024, marking the end of a five-year tenure in which he transformed the police department. His last working day will be November 4, 2024. Adams, who was appointed chief on October 22, 2020, reflected on his experiences and expressed gratitude for the support he received from the city council and the mayor.

“I appreciate the support the city council and the mayor have given the police department, and I’ve appreciated working with you guys,” Adams stated. He characterized his time in Westover as a significant learning experience, acknowledging both the challenges and achievements during his leadership.

Significant Changes and Achievements

City officials highlighted the transformative impact that Adams has had on the police department. Tim Stranko, the city attorney, commended Adams for rebuilding the department during a crucial period. “He came in here and rebuilt our police department in a time when it was severely troubled,” Stranko said. He pointed out that Adams set and enforced standards while treating everyone with respect, which led to significant improvements.

Councilor Duane Tatar echoed these sentiments, expressing his appreciation for Adams’ leadership. “The honor, the integrity and pride of the department and our officers is just so much better than it was,” Tatar remarked. He underscored the progress made under Adams and Deputy Chief Scott Carl, emphasizing their roles in restoring the department’s reputation.

Prior to his role in Westover, Adams served 25 years with the West Virginia State Police and later took a position with the West Virginia Supreme Court.

Looking Ahead

Following the council meeting, Adams reflected on his tenure with a sense of humor about the challenges he faced. “We had some challenging, interesting times. I’m grateful for the experience and what I’ve been able to learn,” he said. Adams indicated that while the journey was not always easy, he is pleased with the department’s current state.

He highlighted the department’s recent improvements, including new hires, supportive council decisions, and upgraded policies and equipment. “We’re close to getting the benefits package up to where it needs to be. Plus, this is a nice town, and it’s growing,” Adams noted, praising the fiscal responsibility of both the previous and current mayors.

As he prepares to retire, Adams looks forward to spending more time with family and embracing his role as a hockey dad. He also offered advice to the council regarding his successor. “I would advise you to give that strong consideration,” he said, referring to Deputy Chief Scott Carl as a capable candidate for the position.

Adams’ retirement marks the end of a significant chapter for the Westover Police Department, and his leadership will be remembered as a turning point for the organization. The city looks forward to building on the foundation he established.
