Ramsey County Appoints Jaime Wilkins as Housing Stability Director

Ramsey County has appointed Jaime Wilkins as its new Housing Stability Director, effective December 22, 2023. In this role, Wilkins will oversee a range of programs aimed at preventing homelessness and ensuring long-term housing stability for residents. Her responsibilities will include developing strategic partnerships with community organizations, local governments, and state agencies to enhance housing services.

Leadership and Responsibilities

As the Housing Stability Director, Wilkins will manage departmental operations, including staff, budgets, and program performance. She will also represent Ramsey County in collaborative efforts with partner agencies addressing housing stability and homelessness. “I’m honored and excited to join Ramsey County in this role,” Wilkins stated. “Housing security is foundational to a thriving community, and I’m eager to work alongside our dedicated partners, staff, and residents to strengthen supports across the entire housing continuum.”

Wilkins takes over from Keith Lattimore, who departed from his position in August following an internal investigation concerning his involvement with a recuperative care business in Brooklyn Center. Following the investigation, the circumstances of Lattimore and former Deputy Director Kimberly Cleminson’s exits were not disclosed by county officials.

Experience and Vision

Prior to her appointment, Wilkins served as the Associate Vice President of Economic Opportunity and Youth Support at Lutheran Social Service of Minnesota. She has held various leadership positions, including Senior Director of Housing Services at Lutheran Social Services and Director of Housing and Supportive Services at YWCA St. Paul. Wilkins has also worked directly with county residents as a child protection worker and family advocate.

Her academic credentials include a bachelor’s degree in early childhood education and a master’s degree in human services and leadership of organizational management from Capella University. Wilkins is actively involved in the community, serving on the board of HousingLink and the Minnesota Council of Nonprofits, and has previously contributed to the board of the Suburban Metro Continuum of Care.

Karen Francois, Deputy County Manager, expressed confidence in Wilkins’ ability to lead the Housing Stability team, stating, “Jaime brings an exceptional blend of experience, leadership, and deep community knowledge to this role. Her extensive background in housing and social services—combined with her direct service to Ramsey County residents—equip her to lead our Housing Stability team with both strategic vision and a strong commitment to equity.”

As Wilkins steps into this critical role, she will play an integral part in advancing Ramsey County’s mission to provide housing stability and support for individuals and families. Her leadership is expected to enhance the county’s efforts in addressing homelessness and improving overall community well-being.
