UPDATE: Kim Babine has officially been appointed as the permanent executive director of the Minnesota Department of Public Safety’s Office of Justice Programs (OJP), effective immediately as of October 31, 2025. Babine takes on this crucial role after serving as interim executive director since January 2025, bringing nearly two decades of experience in state government service to the position.
Babine’s leadership journey commenced on October 22, where her immediate focus has been navigating Minnesota’s response to the recent Annunciation shooting. During this crisis, she demonstrated exceptional skill in balancing urgent demands while fostering strategic partnerships with local authorities. Her efforts were vital in organizing support networks for victims and their families, addressing community grief during a challenging time.
Her responsibilities as deputy director of programs included managing both federal and state grant funds, ensuring robust policy and programming support for various partners across Minnesota. Babine’s extensive experience in operational and program management is poised to be a game-changer for the OJP as she aims to enhance public safety initiatives.
